MEDICAL LIAISON (PROGRAM EVALUATION SPECIALIST) [United States]


 

The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is looking for an experienced Medical Liaison with a keen eye for detail to analyze and synthesize information to monitor healthcare delivery at our prison complex. Under the supervision of the Program Evaluation Administrator, this position ensures the contracted vendor provides appropriate, timely, and professional care to inmates at the assigned state facilities and/or contract private prisons.

Job Duties:
  • Reviews and observes vendor and operational processes that pertain to inmate healthcare, including medication administration and utilization management
  • Analyzes and synthesizes information to ensure appropriate process suggestions for inmate care
  • Conducts root cause analysis to implement improved processes and reports issues of concern to the supervisory chain of command immediately
  • Reviews medical records for appropriateness and timeliness of both on-site and off-site care
  • Assists as needed and works collaboratively with site monitors on assigned performance measures, and conducts clinical reviews
  • Tracks and provides monthly reports regarding care to specific inmates as assigned
  • Utilizes clinical knowledge and skills to determine appropriate inpatient or general population placement of inmates
  • Collaborates with healthcare vendors, ADCRR providers, and operations to ensure appropriate bed management of inpatient and special housing units
  • Develops and maintains spreadsheets to track inmate healthcare access
  • Completes required reports, conducts research, and composes correspondence
  • Attends meetings and training as required
  • Conducts required updates for facility inventory control
  • Travels on State business
  • Performs other duties appropriate to the assignment

Knowledge, Skills & Abilities (KSAs):
Knowledge of:
  • Principles of correctional healthcare delivery model as recommended or mandated by the U.S. Constitution, Arizona Revised Statutes, National Commission on Correctional Health Care, American Correctional Association, American Nurses Association, and Arizona Department of Corrections, Rehabilitation & Reentry
  • Correctional health staffing models, facility-specific tracking mechanisms, and corrective action plan experience
  • Pharmacological delivery processes
  • Quality assurance and performance improvement
  • Inpatient capacity management

Skill in:
  • Evaluation of healthcare quality
  • Identification of evidence-based practice and investigation
  • Organizational and time management
  • Written and verbal communication
  • Analysis and synthesis of information
  • Organizing data and providing appropriate clinical suggestions

Selective Preference(s):
  • Five (5) years of nursing experience in a correctional healthcare setting
  • Certified Correctional Healthcare Professional (CCHP)
Pre-Employment Requirements:

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Employment is contingent on the selected applicant passing a background investigation.

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS).

Enrollment eligibility will become effective after 27 weeks of employment.
