Appointment Type: This is a Temporary Provisional (TPV) position limited to no more than three (3) years in duration. This temporary position is excluded by the Charter from the competitive Civil Service examination process. It is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process at a later date. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

The Policy and Communications team leads the communications, policy, legislative strategy and strategic initiatives of the Office of the Treasurer & Tax Collector and the Office of Financial Empowerment. We work with elected officials, government agencies and community members to create, ensure passage of and communicate policies that advance the goals of the Department and the people and businesses we serve.
The Departmental Public Records Analyst (1822 Administrative Analyst) will be responsible for overseeing, coordinating, analyzing, processing, evaluating, and responding to public records requests for the Department. This position requires high attention to detail to successfully manage the voluminous requests in a professional and timely manner. The Departmental Public Records Analyst will frequently deal with complex, confidential, and sensitive information and must be able to do so with tact and discretion.
Essential Duties and Responsibilities:
The essential duties of the position include but are not limited to:
- Manage public records requests for TTX using NextRequest, Adobe PDF, IPRO for desktop, and other software to ensure enhancement of public records management and transparency.
- Act as the main point of contact for the Sunshine Ordinance Task Force and represent TTX at Sunshine Ordinance Task Force and Committee proceedings.
- Track and respond to all public records requests in compliance with California Public Records Act and the San Francisco Sunshine Ordinance.
- Submit timely TTX responses to any complaints filed for review by the Sunshine Ordinance Task Force and its sub-committees.
- Redact records and prepare appropriate redaction and exemption logs.
- Partner with technical staff to access records in electronic file formats.
- Ensure that complex, confidential, and sensitive information is handled with tact and discretion.
- Manage voluminous requests with rigor, professionalism, and timeliness.
- Utilize various software and systems (Hyland, Aumentum, TaxSys, CSS, etc.) to effectively pull information.
- Promote a culture of data and transparency excellence within TTX.
- Communicate effectively with requestors and collaborate with TTX Legal, City Attorney, and other necessary parties to coordinate timely and appropriate responses.
- Analyze existing policies and procedures, identify problems, and provide recommendations related to Sunshine Ordinance requests.
- In collaboration with the TTX Chief of Policy and Communications, develop and implement policies and practices to ensure timely responses of Sunshine Ordinance requests and adherence to transparency best practices.
- Serve as the subject matter expert and address all issues arising from public record requests.
- Communicate to end users how to access, use, and understand links to procure information.
- Train and supervise other staff in the California Public Records Act introductory process and data retrieval.
MINIMUM QUALIFICATIONS:
Training and Experience:
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work, as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR
3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.
