Nature of Work

This position is responsible for a broad range of inspection work, educating the public and ensuring compliance with applicable state and local laws, codes, ordinances, and other regulations governing zoning, rights-of-way, sanitation, some building and façade standards, and revenue compliance, among other things. Duties include performing field inspections, interacting with the public, interpreting legal provisions and administrative directives, explaining rules and violations and City processes for coming into compliance to the public, preparing case summaries for civil action, and testifying in quasi-judicial hearings. Incumbents exercise some independent judgment in the application and enforcement of regulations to achieve compliance.

Employees in this class are required to have knowledge of these regulations to evaluate possible violations and determine methods of compliance. Work is subject to periodic checks and reviewed by a supervisor.

Essential Functions

Inspects for compliance with applicable state and local laws, codes, ordinances, and other regulations by issuing warnings, written notices of violation, and tickets; follows departmental procedures for notification, re-inspections and other actions required to ensure compliance.

Notifies appropriate party when deficiencies and/or code violations are found; makes recommendations on methods of correction and compliance on private and public property; sets up re-inspections to ensure compliance.

Testifies in court and before related boards; obtains documentation, creates files and assists in preparing testimony.

Prepares and maintains records, reports, and correspondence concerning inspections and enforcement work.

Prepares written reports and recommendations relative to various ordinances and their impact on the community.

Researches and reviews legal descriptions, plat restrictions on property ownership information.
Performs zoning permit inspections based on approved plans, to ensure compliance with zoning and code regulations.

Secures compliance with the City's occupational and business licensing, solid waste fees, tax and assessment ordinances. Reviews license applications for accuracy and proper notarization.

Performs inspections to identify quality of life issues throughout the city, and proceeds with proper enforcement measures to rectify any issues.

May be assigned to special task forces, to address specific problems related to Code Enforcement.

Conducts field inspections of new and existing businesses, and public rights-of-way.

Researches records for compliance status in computer system; logs violations, inspections, and case histories in computer system.

Responds to and assists others in responding to routine or unusual situations resolving problems.

Investigates and resolves complaints from the public involving code violations or improper billing or assessment liens.

Assist in resolving complex and sensitive customer service issues either personally, by telephone or in writing.

Detects and investigates any reported or unreported hazards, possible safety problems and violations; determines conformity with accepted standards and approved plans.

Reviews plans and applications, and inspects premises for the purpose of ensuring compliance with licenses and permits.

Visits businesses to evaluate inventory or investment involved in order to determine appropriate license fees; verifies that certificates are properly displayed.

Reports suspected or known violations of relevant regulations to the appropriate authorities.

Recommends amendments to the City codes, ordinances, or other applicable regulations.

Performs related inspections and other work as required.

Minimum Requirements

A Bachelor's degree. A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid through employment.

OR

An equivalent combination of education and experience beyond a high school diploma or its equivalent and public contact work experience conducting inspections, processing building plans, reviewing plans or processing code enforcement, building, zoning, or business tax receipt inspection documentation.

SPECIAL REQUIREMENT:

Employees in this classification will be required to work various shifts, to include nights, holidays and weekends.

Proof of education in the form of a Bachelor's degree. Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*.

Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts must be submitted. If submitting transcripts, submitted transcripts must include the following: student's name, school name, number of credits, degree completion, and major. Audit/Academic reports are not accepted as substitutions for college transcripts.

To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma or equivalent, transcript showing at least 60 college credits or Associate's degree or higher.

  • Approved Credential Evaluation Agencies:
Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:
  • An accredited four-year college or university in the United States, OR
  • A current member of the National Association of Credential Evaluation Services (NACES), OR
  • A current member of the Association of International Credential Evaluators (AICE), OR
  • A recognized Professional Organization

Selection Preference for City Residents: In accordance with APM 2-02, applicants for classified positions who are City of Miami residents and new hires will receive preference in selection from interview ranking bands provided that any two (2) of the following documents are submitted with the employment application and again at time of interview:

A. Utility bill dated within 60 days of the date of submission
B. Valid Florida Driver License or State-issued I.D.
C. Property Tax Statement dated within 1 year of the date of submission
D. Properly executed valid lease agreement
E. Homestead Exemption dated within 1 year of the date of submission

Selection Preference: Selection preference within the same ranking band resulting from an interview process will be granted in the following order: 1) preference eligible veterans, 2) active City of Miami employees, 3) City of Miami residents, 4) all others.
